This may be old news to some of you, but the 1st level Warlock spell Hex can give an enemy disadvantage on initiative rolls.

…Also, choose one ability when you cast the spell. The target has disadvantage on ability checks made with the chosen ability.

Cast Hex before combat starts. Choose DEX as the ability check they have disadvantage with.

The trick is casting before they roll initiative. There is no perceptible reason a target of hex will know you cast a spell on them, or transferred it with your bonus action.

How would this play out though, by RAW?

PS. Cutting words that bards have also affects initiative.

Edit 1. The DM Screen has this.

Audible Distance

Trying to be quiet 2d6 × 5 feet

Normal noise level2d6 × 10 feet

Very loud2d6 × 50 feet

I assume you can try and be quiet even while casting a spell.

Edit 2. Without a successful Arcana check, I don't think it is fair to assume everyone intelligent knows you cast a spell let alone on them. How do they know you cast a spell on them, maybe you cast healing word, orspeak with animals.

Most spells require the chanting of mystic words.

Doesn't say I can't chant "trying to be quiet."

Somatic (S) p203 -Spellcasting gestures might include a forceful gesticulation or an intricate set of gestures. If a spell requires a somatic component, the caster must have free use of at least one hand to perform these gestures

Material component – A spellcaster must have a hand free to access a spell's material components—or to hold a spellcasting focus—but it can be the same hand that he or she uses to perform somatic components.

So my eye of newt can be in the same hand that is doing stuff (fulfilling the somatic component)

Edit 3. Can we not use deception? The skill itself to roleplay that they were just seeing hearing things?

Unless a spell has a perceptible effect, a creature might not know it was targeted by a spell at all. An effect like crackling lightning is obvious, but a more subtle effect, such as an attempt to read a creature's thoughts, typically goes unnoticed, unless a spell says otherwise.**

Edit 6. Target won't know it's under a hex, it would have to find out when you cast the spell or the first time hex has a perceptible affect. If they roll initiative then they still wouldn't perceive an effect.
