Unlike the plasma pistol of old, electricity is much more prevalent, easier to use against vehicles (just toss a dynamo), and is possible to use quickly at a greater range (shock rifle). This all makes vehicle use too discouraging imo. It is nearly guaranteed suicide since you are a sitting duck the majority of the times you engage in battle.
So instead, here is how I think vehicles should behave when hit by electricity:
Full throttle, without the ability to brake or reverse. The driver will still be able to turn and/or strafe the vehicle to escape.
Completely disable firing, even on the gunner seat on the warthog and scorpion
Basically, this would turn electricity into a crowd control mechanic against vehicles. It encourages the driver to turn around (to the best of their ability) and leave engagement for cover. It no longer turns them into a sitting target but they are still vulnerable without their weapons. In objective based game modes they can still choose to risk pushing into enemy territory despite having no defenses (except splattering).
This distinction from classic Plasma Pistol stunning would allow for it to return. To reiterate, Plasma Pistol stunning would:
Lock up the vehicles engine, making it unable to move.
Still allow for the gunner seat on the warthog and scorpion to fire (but also disable firing for the driver and single person vehicles)
I feel this is a better balance with electricity being as prevalent and accessible as it is. The plasma pistol has a slow projectile speed, so you are only likely to land a shot at close range, and you actually have to aim (unlike dynamo), making it a rarer event.
I think thematically it makes sense that electricity would cause the vehicles acceleration and firing controls to malfunction, while plasma stunning causes the engine to shut down. This gives electricity a distinct new "personally" instead of feeling like a rehashed and stolen feature.

This post is a toned down and rebalanced version of my original post here. There I not only suggested that vehicles full throttle, albeit with the ability to brake, but also caused steering to turn one direction and/or strafe to one side, but with the ability to counter it by steering/strafing in the opposite direction. Another difference I had was the ability to still fire weapons but with added aiming drift (like a broken joystick). While this was all a fun idea, after receiving feedback I decided that this would introduce too much RNG. With that system the effect may or may not send you towards a cliff, and may or may not cause your aim to move away from or towards a target. You could easily blame the consequences on luck, and rightfully so.
Edit: I can't believe I forgot to add this from the original post! Electricity could also make vehicles malfunction even when nobody is driving them! Imaging you see an enemy approaching a vehicle, and you toss a dynamo or shoot it with a shock rifle. Yoink! That warthog is now driving away, or that banshee is flying around on its own, and they can't get it! This would also have a lot of potential in custom games.
