[HELP] Crashing around Better Cities

Hey guys,

I recently started modding Oblivion for the first time to tide me over until Skyblivion. I installed each mod in turn and tested every single one and sorted my load order with BOSS, used 4GB patch etc. My first playthrough was running fine until I got to Skingrad, and since then have been facing several crashes around not just Skingrad but other cities as well and I'm a bit unsure of what to do.

Here's my load order:
