HELP! Merchant barter dialogue not appearing anymore (Mod load order included)

Hey all! So I'm a total newbie to modding, and have been working on getting my Skyrim SE up and running with a ton of mod, and I've got it stable and functioning, but for some reason all of the sudden I've come across an issue.

Every single merchant no longer has the trading option. like the dialogue choice to initiate bartering is just NOT there.

I've tried a few things, I've uninstalled and reloaded Skyrim, recreated ini, etc. I thought initially it must be Relationship Dialogue Overhaul or More to Say so I tested with one, the other, and both off, I've used LOOT and SSEdit to clean mods, still to no effect. super frustrating because I'm otherwise ready to dig in and just play. I'll post my load order below, I use Vortex FYI

if anyone has any idea what could be causing this, I would be eternally grateful, otherwise it's time to start testing one by one, and that, based on my list, is not an exciting prospect!

P.S. I know I need to Bash patch this but really want to figure out this puzzle first, as I had tried a Bash Patch that did not resolve the issue.
