Help with Load Order neither LOOT or Vortex are sorting them correctly

I have never had issues before but the auto sorting options seem to be tripped up bad for some reason. Not sure where I went wrong but I know my primary issue right now has to do with my load order. There's no other explanation for the issues. If someone could please assist I would greatly appreciate it.
