I'm at Skingrad Outskirts and my FPS tanks to an average of around 20. After looking up this issue, I've used a few suggestions, which have barely helped. I wish for a mostly consistent 60 FPS experience. My graphics card is a GTX 1050 Ti. Here's my load order:
