I've had many Stuttering in Whiterun and didn't had solid 60fps in it(I looked at the big tree and dropped to 45-54fps. Same Problem with the marketplace. It looked like my Skyrim SE couldn't handle many light sources at once. When I moved nothing(60 fps) and a woman with Hdt and SMP Physics run in my screen, I dropped to 45-55fps. Outside Whiterun, I looked at Whiterun and had a drop to 30-40fps and it stayed at these fps lvls when I looked at this direction. There are many light sources but in the end it had nothing to do with it.
THE FIX THAT FIXED ALL I HAD TO DEAL WITH!
But in rare cases rlly rlly short stutters can appear when your Skyrim SE is a modded monster like mine. In my last test run it appeared a short stutter but it is not rlly noticable. Could be a problem of my setup or settings.
Go to the nvidia control panel, select Skyrim SE(i selected the normal Skyrim Special Edition.exe) and Set:
"Monitor technology" = "fixed refresh rate"
"VSync" = "off"(yeah i know most users say, that you should set it to on but Skyrim SE is capped to 60fps and the setting "fixed refresh rate" does probably the same.)
I also set:
"Preferred refresh rate" = "Highest Available"(I've had this setting set bevor and I don't know if it will help to fix the Stuttering.)
1. Other Settings that could help fixing the Stutter/FPS Problems.
Here are some other changes i've done bevor I fixed my Problem with performance and stuttering. Maybe these are also helpful.

Write or edit these line under
- bFull Screen=1
- iVSyncPresentInterval=0 (i fixed this setting in my settings, because it had the name "iPresentInterval" from the Skyrim Classic and i needed to change it back to "iVSyncPresentInterval"
I tried to change iShadowMapResolution=4096 to 512 but it didn't improved my performance at all. (also it looks rlly bad and you cant rlly see your own character shadows)

2. Maybe Other Fixes?
A BIG maybe and maybe worth trying, is to close everything else beside Skyrim SE and in my case ModManager2. Also you could restart your PC bevor you run Skyrim SE. When i Mod my Skyrim SE and Start the game over and over, it could slow your PC down.
If the GPU usage is sometimes nevertheless on 100% and average at 95% or 92%,there is no fix for that, if you want to have stable 60fps. Maybe there is a fix for that but i could not find a fix for it.
